Die Linke hat sie seit je hochgelobt. Als «intelligenteste Steuer überhaupt» hat sie der ehemalige Präsident der SP Schweiz, Hans-Jürg Fehr, bezeichnet. Auch auf bürgerlicher Seite geniesst sie Sympathien. Bundesrat Kaspar Villiger etwa hat sie 2003 - erfolglos - propagiert. Die Rede ist von der Erbschaftssteuer. Nun ist sie wieder zum Thema geworden. In Deutschland, wo längst die Zeit angebrochen ist, da die nach dem Krieg aufgebauten Vermögen an die nächste Generation weitergegeben werden, wird heftig über eine Reform gestritten, die die Vererbung von Unternehmen erleichtern soll. Und in der Schweiz, wo viele Kantone die Erbschaftssteuer für direkte Nachkommen abgeschafft haben, ist die Schrift «Reichtum ohne Leistung» des ehemaligen Zürcher Kantonsstatistikers Hans Kissling von diversen Journalisten lustvoll für eine eigentliche Kampagne zugunsten einer nationalen Erbschaftssteuer aufgegriffen worden.

Die meisten grossen Reichtümer bestehen ja nicht aus Bargeld oder Aktienbeständen, sondern aus Realkapital. Deshalb können Erbschaftssteuern zur Zerschlagung ganzer Firmen führen. So sehen manche mittelständische deutsche Unternehmer derzeit die einzige Möglichkeit, um das von ihnen aufgebaute Unternehmen zu retten, in der «Steuerflucht» in die Schweiz.
